Back to Marty and Confessions of a Union Buster:

NATCA worked for a lot of years to get rid of the old PER system, which was supposedly merit-based. The OSI/SCI system as it was originally negotiated with NATCA made sense. We accomplish the metrics as a team or we don’t. We didn’t penalize any one individual for having an error. One error that might’ve taken 1 minute out of the 2080 hours (124,800 minutes if anyone’s counting) that we work a year (before overtime). The Agency chose to take the sensible OSI/SCI negotiated system and turn it into a “merit-based” farce. But, hey, Bruce Johnson now supposedly says he does not believe in the SCI percentages and the OSI/SCI is not meeting the Agency’s needs.

From a labor relations report for NATCA encompassing a recent two-week period:
Despite both our request for a briefing and national grievance, the Agency has yet to respond. The matter has been elevated to the arbitration level.
Despite our request for a briefing for further information, the Agency never responded a national grievance was filed.
To this date, the Agency has failed to brief the Union on this matter and has refused to enter into negotiations. As a result, a national grievance has been filed.

Delay, delay, delay. Increase the frustration of the workforce and try to direct it to turn on the union(s). At the time I’m writing this, it’s been 626 days without a contract for the controllers; even longer for other bargaining units.

And a raise in their pay that the Agency had previously capped. Don’t even get me started on this one. Wonder if this comes under the heading of “nurturing the troublemakers.”

And Miniace and company, of course, used this to their advantage. It’s also why the Agency is desperately fighting the legislation that has binding arbitration language.

Here is the danger, folks. Now is not the time to doing the union-busters’ work for them. It’s not inspector vs. technician, FSS vs. controller, dues-paying vs. non-dues paying, activist vs. non-activist, old pay scale vs. imposed pay scale time. It’s us vs. them. It’s the workers against the Agency. The Agency is working very hard and spending a great deal of taxpayer money to create those divisions between those of us IN the damned trenches. Only we can keep them from succeeding.

I’m already seeing some of this fear increase my facility, even though there is no talk of striking. Why bother fighting since the Agency will do what it wants anyway? If you don’t fight, you have NO chance of winning and have handed the Agency its most effective weapon, an apathetic, disenfranchised, beaten-down workforce. I’m sure the flying public will feel safer knowing that.

Remember the Academy students who got treated to the “Don’t like it, leave” speeches? How about Jim Peters telling the controllers in Philadelphia if they thought the procedures were unsafe, they should look for work elsewhere?

Control the controllers (or the inspectors, or the technicians, or any Agency employee). That’s what this is all about. Management feels out of control (well, they certainly are now and not because the unions made them do anything).
“Taking back the Agency.” Where the hell did they think it went? They only want to “take it back” to sell it off anyway.
Control. They’ve got it; they always had it. They just wanted it all. They wanted to do whatever the hell they wanted without workers’ input, whenever the hell they wanted without repercussions for trampling on workers’ rights.
Control. They’ve got it now to do whatever the hell they want, whenever they want; feel the trampling?
Control. They’ve got control to look like total morons and idiots in front of Congress, the media and the flying public.
When they worked collaboratively with the unions, they produced a much better product. But now they’re in control and doing it their way. Delays and errors are going up. Retirements, resignations and terminations are through the roof. Overtime usage probably hasn’t been this high since the early 1980s. Deployment of equipment hasn’t gotten any faster or any cheaper, even though they’ve eliminated the redundancies controllers and techs consider essential to safety. Certainly doesn’t work as well as when the controllers and the techs could get them to fix problems BEFORE we worked with the equipment with live traffic. They’re being investigated by the Inspector General, the Office of Special Counsel, Congress and looked at very closely in the court of public opinion.

Union busters are weak, small individuals who lie, cheat, distort, manipulate, threaten and scam all in the name of control. Those that knowingly aid them are just as small and weak. The strange part is that management allows themselves to be controlled by these individuals so that management can have the illusion of controlling us.
“The enemy was the collective spirit.” “…a united workforce, the dreaded foe of any corporate tyrant.”
To quote Paul Rinaldi, NATCA’s Executive Vice President, “Our collective spirit is their enemy.”
If they break our spirit, they’ll have won more than a white book. They’ll have won control over the disheartened souls of our collective spirit. And if we’ve seen nothing else over the last 18 months, it’s that the Agency is a very bad winner.
To repeat myself (or Marty, in this case):
“Union busting is a field populated by bullies and built on deceit. A campaign against a union is an assault on individuals and a war on truth. As such, it is a war without honor. The only way to bust a union is to lie, distort, manipulate, threaten and always, always attack.”
And to quote Paul:

FACT! And while the fringes of NATCA has people that pay dues, yet never attend local or regional meetings, and has people that pay a buck or so for to the PAC just so they can say “I give to the PAC”, there are about 4000 or so of us that do “give a ****”. And as long as at least 33% of the current and future leaders give a **** about this job, and what we do, the fringes will stay on.
At my facility right now, we are aboutt 96% NATCA. PAC about 70%. I have no clue who will step up and run for FacRep next year. 21 members, no one wants to run. That is sad. As the current Rep what can I do? Try to recruit every day. I publish the lies, I publish the truth. I cant wait to get a copy of this DVD, I hope that more than 3 people watch it.
If we retain a core of at least 33%, we will win.

This series should be posted on every union bulletin board throughout the country. We should not be the compliant workers they are trying to beat us into being.

Excellent series and I agree that our collective spirit is their enemy. People have to stop taking the notes or words from the SupCom meeting and holding them as the absolute truth in what is happening. When they talk about “raises” I look at it as another attempt to place a further divide in NATCA by getting the workforce worked up. I have seen where it appears they have bought off a rep in my facility. A rep who didn’t file any grievances that were submitted and now both the rep and their spouse are supervisors. The FAA is following a game plan to the letter and we must continue to stand proud, we must continue to stand together.

I think it’s sad, really, that so MANY FLMs and higher tacitly agree with what’s happening. Sure, they talk to the controllers about how they disagree with this and that policy, etc. but in the end, behind the closed doors, I’m not hearing ANYONE in management say that they are raising concerns or objections as to what’s going on.
Can they be THAT delusional that they aren’t part of the problem? Don’t they see that in the end, WE will still be working with THEM and that if the bad blood is bad enough (it is)….well, lets say that it will suck for all involved?!?
I know personally, I will NEVER forget the apathy displayed by my stupes and the fact that they ‘drank the koolaid’ and expected me to be fine with that. I (underline I) have more integrity than that. I (underline I) have more common sense than that. I (underline I) will not let them forget that it is/was US that tried to do the right thing while they stood by and decided to go along with those that seek to destroy this agency.
My history is horrible, but weren’t there a lot of French that ‘went along’ with whatever the Germans asked of them during WWII? What happened to them after the true light of the German ’cause’ was exposed? You can’t kick me on Monday and ask me to not retaliate on Tuesday.

The problem is that the union has no plan for dealing with this, other than doing what we are told to do until maybe President Obama gives us all our hopes and dreams within hours of taking office.
What happens if McCain is elected? Hell, we’ve elected worse in the last eight years. Not much worse from a federal labor relations perspective, but worse all the same.
If we don’t get a gift from a Democrat President, we are basically waiting on one of three things to happen, listed in declining order of likelihood: (a) staffing losses that become flow control so severe it causes one or more airlines to declare bankruptcy – again; (b) we kill several hundred people, and the loss of business causes the airlines to take our side for a few minutes; (c) a Republican President decides to do the right thing by organized federal employees for the first time ever.
Not much of a contingency plan, is it? It’s not so bad, if you’re one of those six-figure controllers who got the full benefit of reclass. If you’re one of the 906 who didn’t agree to be screwed but were anyway, like me, it’s damn near intolerable.
Dues are not paid for sentimental reasons. NATCA is not my high school football team.
Yes, Miniace and the contract negotiators were cowardly little bastards who never intended to do anything but castrate the union. Guess what? They pulled it off. So what do we do about it?
The answer to that question is the only real gauge of the health of this union, and so far, I haven’t seen much about which to be impressed.

Why are controllers still giving directs ? Why are controllers still loading the runway with an aircraft 3 out. Why are controllers saying “cleared for the immediate takeoff” ? Keep making things work you bunch of ******* morons ! WORK BY ******* RULE if you want to guide a change to fixing this mess. God,…..ARE YOU PEOPLE THAT ******* STUPID !!
Show the country that this summer, and the rest of the future days are the worse for delays. Make it happen folks. You can’t talk about stuff like this @ work, but you guy’s can start making phone calls to get the “work by rule ” rolling.
Sorry folks,……but this is your ONLY CHANCE in getting this fixed ! YOUR ONLY CHANCE PEOPLE ! I did what I had to do by sticking it to them when I retired 2 months ago.

Recently has it right, they want us to run it slow and stupid, that’s just fine with me. I have more important things to worry about than running it tight and having a deal. I’m well into my second year of a pay cut and with soaring food and fuel prices I find myself perusing the classifieds looking for anything that will get me out of FAA hell.
And Matinlady, thanks for your insightful series. The Follies has become one of my favorite sites.
